Quilmes is, Without a doubt, one of the most important municipalities that the province of Buenos Aires; not only for its number of inhabitants, but also by the wide cultural offer.

In that sense, The sidewalk was received by the secretary of Culture and Education of the city, who made a balance of what happened in the year and anticipated details of what will be 2019. "December always makes us think and look in the rearview mirror all year long," says the official who added: “We are preparing – like every year- an annual management report to deliver to the Mayor together with the Education and Culture team”.

In that context, Domene stated that, with your work group, was "analyzing the impact that our policy had. We as teachers and Martiniano (Molina, the Mayor of Quilmes), who put forward education as the axis of management, we were able to carry out very important works in infrastructure, but above all, we generate a management policy that will end up being a State policy, which is the creation of municipal gardens”.

The Secretary of Culture and Education explained that this month the sixth municipal garden was inaugurated in Quilmes, a Municipality that “until the implementation of this policy had zero municipal gardens in its 352 years of history”. Within this framework, “next year there will be about 900 students in what is the Municipal System of Initial Education, that targets the poorest kids”.

Together with the mayor Martiniano Molina, at the inauguration of a municipal garden

The plan of the municipal gardens includes the presence of directors and teachers who have competed, like physical education teachers, music and English.

How do you work in terms of culture?

with the same logic, culture is a space that can be generated in all neighborhoods, where there may be a potential artist, a potential musician, to whom the State must give him the tools so that he can fully develop as a human being.

With the neighborhood workshops we have a registration of 30 thousand students, distributed 70 centers, scattered in clubs, development societies, retirement centers, soccer schools…and that makes us very happy because we are planting a seed.

We may not see the fruit, perhaps one of those boys who strums a guitar today will arrive at the Municipal Theater tomorrow, to the Colón or to a River, or maybe not. The important thing is that we give him the possibility, with excellent, very dedicated teachers and with a humanistic and decentralized view of culture, because you have to reach all the neighborhoods.

can that be achieved?

I always repeat: in any neighborhood a Julio Lacarra can be born, a Pedro Costa or a Julio Urruty, which are values of Quilmeña culture and we repeat it as if it were a prayer because it has to do with our philosophy. We must promote the integral development of the human being and we do it through culture and education.

What has surprised you most in terms of the reception of the neighbors?

As a teacher, I never cease to be surprised that the residents of La Florida accompany and have such a manifest and clear awareness of the importance of Early Childhood Education in their children.. This made, for example, that on rainy days there is very little desertion. That's what I take from this year. There is a prevailing criterion that out there the less favored or educated classes by the system seem not to value Initial Education. that didn't happen, the issue is that the State did not arrive. I think that has been the greatest achievement..

What is your consideration regarding the theater and the INCAA Quilmes Space??

the theater is beautiful. It is an enclosure that we inherited, was built, but poorly exploited. It was only used on weekends and for a certain segment of society. We have it open to the public, to all proposals and themes, with the incorporation of the INCAA Space, the theater remains open from Monday to Monday and has not stopped at any time. further, having the support of the public, who filled each function and who enjoyed the programming.

The works, meetings and shows presented were very good, always free and that were from "The Calabrian Parrot", until the sample of the EMBA. It is an open space, plural, democratic, participatory and inclusive. There we present the last chapter of the wonderful strip "If only if", integrated theater, with many Quilmeño actors and days before Pepe Soriano appeared. This is the Municipal Theater, for everyone and with a very eclectic program.

Which achievement would you choose if you had to name just one??

I am in love with a program called “Cinema in your neighborhood”, which is very simple: a screen, a computer, a projector and popcorn. It has arrived at the retirement centers, schools and development societies. The kids from those neighborhoods that can't get to the center of the city, they can enjoy a movie with their friends and family, as if they were in the cinema. These are things that fill you with satisfaction., because maybe those guys don't have a similar possibility.

What proposals will the neighbors have during the summer?

The season will start on 8 of January and among the proposals we will be taking the Neighborhood Workshops to the squares and to the open summer schools. A conference will also be held jointly with the Undersecretary of Sports in the open spaces of the riverbank. The theater will remain closed for its refurbishment for the new season and in February it will return with its programming.

In the summer we will use the most democratic and egalitarian space, what are squares and parks, where we will put the entire culture structure so that the neighbor can find a recreation space, fun and free.

Outside of his official role, What show would you like to see in Quilmes?

A Ismael Serrano, even if we can't afford it... I would love to see it in our theater as I wish.

And your wish for 2019? If I have to wish for something 2019 is that families can spend a New Year's Eve in harmony, paz, love, solidarity, fe, hope and optimism. We are going through an economic moment that may not be the best, but I think that people trust that we are on the right path and little by little our country will consolidate its place in the world. It is important to know that when Argentines lower their party and personal flags a little, putting up the national flag, that shelters us and hugs us all, we have always come out ahead and this is a new opportunity. In this city we live and militate culture and education as the most important values. Culture and education are a priority in Quilmes.
